Local Development Plan

About this consultation

Stirling Council is preparing the next Local Development Plan (LDP), which will cover the whole Council area except for the part within the Loch Lomond and The Trossachs National Park.

Once completed and approved, the next Local Development Plan will set out where development should and should not take place, identify important places and assets that require protection, and include local planning policies to guide decisions on future planning applications.

This consultation invites your views on the emerging Spatial Strategy and the Site Options currently being considered for inclusion in the Proposed Plan.

The spatial strategy options present the initial ideas for the settlement hierarchy and development approaches that will help shape decisions about where future development should, or should not, take place within the Stirling area (except the National Park).

The site options shown in this consultation come from two places:

• Sites submitted by landowners and developers during the Call for Sites, which ran from August to October 2025; and
• Sites already identified for development in the current Stirling Local Development Plan that have not yet started and therefore need to be reassessed to decide whether they should be included in the next Plan.

Following this consultation, Stage 1 of the site assessment process will be undertaken in line with the approved Site Appraisal Methodology (that is, the agreed process and criteria used to assess and select sites for inclusion in the Proposed Plan and to discount those considered unsuitable).

Sites with potential will progress to more detailed assessment at Stages 2 and 3, including consideration of alignment with the emerging Proposed Plan and impacts on key infrastructure.

Preferred sites will then be identified for inclusion in the Proposed Plan, which will be prepared for public consultation, anticipated in early 2027, subject to approval by the Council’s elected members.
