For Full STIRLING COUNCIL AREA
There should be no pesticide or herbicide used at all by Stirling Council as part of general maintenance. Weeds can be controlled by burning with a wand for car parks/footpaths if necessary. All grass areas should be managed for pollinators as suggested with cut and clear once per year where safe to do so ie not where visibility is an issue - road junctions for instance. This should effectively allow more time for teams to keep junctions safely managed as well as provide education & develop areas for food production/community growing.
Council House tenants' gardens could also be managed like this where the council are responsible for helping with grass cutting. In addition, all tenants should be provided with support and education around reducing pesticide/herbicide use & encouraging natural predators. Council Gardeners should be supported & given training to disseminate good practice & education to their tenants.
Problem species such as Giant Hogweed/Japanese knotweed should be managed according to best practice to avoid spread.
