I am also a dog owner

It is important when making rules to remember the majority of dog owners are responsible people and not to alienate them because of a few irresponsible dog owners. Many who now have dogs have them due to boredom in the pandemic and are not suitable people for this responsibility.

There are rules for aggressive and arrogant people in law but they still use the parks and nothing is done about their behaviour so don't target dog owners.
