I don't think that the proposed dog rules go far enough. It may be that they require to be tailored to the prevailing circumstances. For example, a complete ban of all dogs from Waverley Park might be in order, because there is plenty of space nearby.

In the one case where a neighbour did take a photo and informed the council, the council refused to act. Much the same seems to apply to its attitude to cycling on footways and footpaths - another growing problem, contributed to by the poor quality of provision for cycling, in terms of clarity in traffic signing as well as geometric standards. Quite how people who act irresponsibly can become more responsible without the intervention of the "nanny state" is beyond me.
    @Andrew Fraser Exactly, there is no point in introducing nanny state rules if the nanny state does not have the resources to implement them. What is required is for responsible people to challenge the irresponsible to indicate their behaviour is unacceptable to the majority. I agree it would take an individual a certain amount of courage to do this but if they were liely to be supported by others then maybe the message would get home. We rely on the state to much rather than take responsibility ourselves even though we are likely to be the silent majority.

        It strikes me that this is more nanny state. What is needed is for people to become more responsible for their activities with dogs or other activities and if the majority are unhappy with a persons behaviour we need to challenge them there and then, if they don't respond then take a photo and inform the police/council. As someone said the council are not going to be able to manage this other than put up more signs.
