I support the need to keep uncontrolled dogs and their 'debris' well away from areas where children are playing, especially on prepared surfaces. However, the rules need to allow for parents to have the family dog with them when taking children to play parks and they are likely to be active guardians. Maybe all playgrounds need to have a dog bin with free plastic bags close by? General parks will need any rules to be enforced but are there enough dog wardens around at the times when irresponsible owners are walking their dogs?

As a dog owner I have concerns about other dog owners lack of regard for outdoor access codes and other requests to keep dogs under close control, alongside clearing up poop. The latter is a serious health issue for young children and other animals re contamination etc. Rules and regulation have limited impact without robust enforcement which as has been prev highlighted can be difficult to carry out.
Focusing on increasing levels of cooperation through engagement activities can be more powerful in changing behaviour.
