David Morley5 years ago I would not call this a policy document, it is more a set of management guidelines for the existing trees and woodlands. There is an absence of a vision as to what the future trees and woodlands managed by Stirling Council would look like. It is fairly dry and technical document and doesn't really inspire. The document would benefit from a section on monitoring and evaluation. At present, it is not possible to see what the future would look like, nor whether targets are on track or achieved. A section on communications would also be useful. How will progress, achievements and learnings be shared, and how will feedback from communities be captured to allow continued review and modification. I would like to see more on how woodlands are being managed as ecosystems rather than a collection of trees. More detail please on enhancing the structure and biodiversity of woodlands. It would be great if the council could also ban the use of all peat products, and pesticides and herbicides in tree and woodland management. Is it possible to use, or phase in use, of nly electric powered machines in day-to-day operations?

David Morley5 years ago There is no monitoring system in place for the higher level objectives. The M&E section only shows output and activity level indicators. For example, for: EM2: We will maximise the value that the environment adds to our economy and society, creating healthier, wealthier and happier people and places. There is no way of knowing whether the value that the environment adds is maximised, or even what healthier, wealthier and happier people and places look like. I accept that these are difficult to define and measure, however some tangible way of showing progress towards objective level change should included. This would allow you to test the theory of change (which in itself is not well articulated) and to adapt if necessary.
