Comment on the draft Plan

In response to the Climate and Nature Emergency, Stirling Council drafted an Emergency Plan and wanted to hear from the people who live, work in, study in and visit the area to help shape the vision, objectives and actions we all need to be taking to tackle the Emergency.

People were invited to comment on the whole Plan or only those sections of interest to them. The Plan is split into an introductory section, a Vision and Objectives, 5 Key Themes (Energy Use & Generation, Low Carbon Transport, Resource Efficiency, Nature and Biodiversity, and Climate Adaptation), plus 6 Enabling Actions.

The Plan's priorities, targets and actions are designed to support and comply with Scottish Government activity and legislation to reduce greenhouse gas emissions and adapt to the impacts of climate change. Additional legislation and guidance relevant to each theme in the draft Plan is referenced in the Ideas pages.

This comments project provided the opportunity for registered users of the platform to share their ideas to enrich the draft Plan.

There was also a short poll on the Plan's contents on another part of the platform.

The Council has developed a draft Climate and Nature Emergency Plan and wants to consult people across the Stirling area on the contents. We want to hear from you, the people who live, work, study and visit the area to help shape the vision, objectives and actions we all need to be taking to tackle the Emergency.

You are invited to comment on the whole Plan or only those sections of interest to you. The Plan is split into:

Vison and Objectives, Energy Use & Generation, Low Carbon Transport, Resource Efficiency, Nature and Biodiversity, Climate Adaptation, and Enabling Actions.

There is a short poll on the Plan's contents on another section of the platform which anyone can complete but is especially suited to those who have limited time. For people who have more time to share their ideas to enrich the draft Plan, this comments section provides the opportunity to send us your feedback on the whole Plan or only those sections of interest to you. You can also submit a more detailed response on the draft Plan to: sustainability@stirling.gov.uk

Strategic Environmental Assessment (SEA) of the draft Plan was carried out and a copy of the Environmental Report is also attached. Details on how to feed back your comments are provided in that Report.

Stirling Council (2)5 years ago The Energy Use & Generation draft objective is:“To transform our energy systems and help deliver zero carbon, affordable energy for all” The way we generate and use energy needs to change to make our homes and buildings warmer, greener and more efficient. There is a need for a move from traditional models of centralised energy generation and supply to more effective and efficient use of energy at a local level, through decarbonising and decentralising our energy, i.e. local energy supply to meet local demand. We also need to improve energy efficiency in our homes and buildings to reduce energy demand, and to remove poor energy efficiency as a driver for fuel poverty. Many of the energy choices that impact on this wider energy transition are made locally - by local people, local business, collectively through local communities, and by Local Government. Fundamentally changing how we generate, supply and use our energy will also provide new opportunities.We want to provide opportunities for everyone to be involved and would welcome your comments on the Priorities, Targets and Key Actions within the Energy section of our draft Plan. Stirling Council (2)5 years ago In response to the global climate emergency, Scotland has produced a new National Transport Strategy (NTS2) which includes 4 key priorities:1. Reduce Inequalities2. Take Climate Action3. Help Deliver Inclusive Economic Growth4. Improve Our Health and WellbeingNTS2 sets out a new policy direction in which future Regional and Local Transport Strategies can contribute towards these priorities in the medium to long term, whilst the draft Climate and Nature Emergency Plan seeks to address the role that Stirling can play in addressing carbon emissions from transport now.In Scotland, transport produces 37% of our overall greenhouse gas emissions, which is the equivalent of 14.9 million tonnes of carbon dioxide. Road use transport is presently the greatest contributor to this, with cars accounting for 40% and Light Goods Vehicles and Heavy Goods Vehicles contributing a combined 25%.The Transport section of the draft Plan sets out our approach to addressing these issues across the Stirling area and we are seeking your views on the draft Priorities, Targets and key Actions.While still an adopted document, the Council has committed to a future review and refresh of our current Local Transport Strategy and supporting documents.

Stirling Council (2)5 years ago Our economy depends upon the earth as a source for extracting finite resources – such as oil and metals - and for harvesting renewables - like timber, crops and fresh water. The economy also depends upon the earth as a sink for wastes, such as greenhouse gas emissions, fertiliser run-off and disposable goods. We currently live with an economy that exceeds the planet’s capacity to supply resources and absorb wastes. Our current “take – make- dispose” system is also extremely energy-intensive in its extraction, production, and transportation of material goods.Actions are needed to drive down the consumption of materials and reduce carbon emissions, waste and pollution. When materials are recognised as having value, conflict over diminishing resources can be prevented while the chances of avoiding climate change are maximised. Solutions include local reuse, repair, remanufacturing and recycling. Many of these are described in further detail within Making Things Last: A circular economy strategy for Scotland.We welcome your comments on the Priorities, Targets and Key Actions within the Resource Efficiency section of the Draft Climate and Nature Emergency Plan.

Stirling Council (2)5 years ago Human impact on the natural environment, locally and globally, is significant and growing. Over the past hundred years in particular, we have begun to over-exploit natural resources and further intrude into fragile ecosystems.We can see these impacts in our intensively managed, deforested landscape that contains only isolated areas of natural habitat: a fragmented landscape that offers limited potential to mitigate our carbon emissions, alleviate flooding and to help people and wildlife adapt to our changing climate.Recent reports on climate change (IPCC 2018) and global species extinction (IPBES 2019) make stark reading. They highlight the damage humans are causing to the planet, with the effects of climate change already being experienced and 1,000,000 species threatened with extinction.Both these reports highlight that it is not too late for us to turn things around, but to do so requires transformative change. This is not something that only affects Scotland and is not just about government action. We all have a part to play.The draft Biodiversity Objective is to “Optimise biodiversity and increase the carbon storage potential of our natural environment”. The carbon sequestration potential of the natural environment has a key role to play in achieving our net zero target. The changes and investment needed to achieve this also provides opportunities for significant biodiversity enhancements. We will seek to achieve this while providing opportunities for everyone to be involved and would welcome your comments on the draft Priorities, Targets and Key Actions within the Biodiversity section. Stirling Council (2)5 years ago Our climate is changing and, no matter what actions are taken now to reduce emissions, the climate will continue to change for some decades due to the long life of historical greenhouse gases already in the atmosphere. To meet this challenge, we first need to understand how climate can and will impact on all elements of modern life. We then need to use this understanding to prepare for the changes in climate that are already unavoidable due to past emissions.Actions to plan for the impacts of our changing climate include preparing for heavy, intense rainfall episodes, increased flooding, extended droughts, heatwaves, and the consequences of extreme weather events on our supply chains and other links across the planet. The benefits from climate adaptation work are mostly felt locally but, unlike carbon reduction, there is no single measure to report success.Climate change and extreme weather events have already impacted many aspects of society and our natural environment, including buildings and property, energy demand, transport, water resources, agriculture, forestry, and health. A well-adapted area will have changed processes, practices, and structures to minimise potential damage and make the most of any opportunities associated with a changing climate, both locally and overseas.The draft Climate Adaptation Objective is to "Plan and prepare for the impacts of climate change" and we would welcome your comments on the draft Priorities, Targets and Key Actions in this section of the draft Plan.Click on the following link for information on the Scottish Government position: Scotland’s Climate Change Adaptation Programme (SCCAP), 2019-2024
