Henderson Street: Traffic Management

Bridge of Allan Community Council, local residents and Stirling Council have been working together to identify and find solutions for access and traffic management issues throughout the Bridge of Allan area. This work has already resulted in works being undertaken to improve pedestrian accessibility around Bridge of Allan Primary School and improvements to disabled persons’ parking spaces on Henderson Street.

The next phase of work is deigned to better manage traffic on Henderson Street and improve the road environment for pedestrians, cyclists and motorists. The aim of the project is to encourage responsible parking, improve driver behaviour and provide improved pedestrian facilities on Henderson Street and Fountain Road by making some simple changes to change the way motorists view the streets.

The proposed improvements are shown on the plans provided and include;

changes to road markings
position of proposed parking bays
location of the proposed new zebra crossing on Fountain Road
Improvements to bus stop areas

Bob McGowan4 years ago It would be good to have available the data behind these proposals - is there statistical information on speeding or is this a response to 'perceptions'? What is the evidence?Is there a vision for a traffic management plan for Bridge of Allan that takes a strategic approach rather than what appears to be a reaction to perceptions? This could include a long-term view of congestion, pollution, parking (including out-of-town parking, better cycle lane provision, cycle hire provision and electric charging points), integrated public transport (including rail )and the move towards electric vehicles. Better provision for disabilty mobility on pavements and for road crossing.In the meantime, a number of simple low-cost technical actions could be taken including: Flashing speed indicators, 'enforcing' and applying the current speed restrictions and parking restrictions, improved signage, better lighting at zebra crossings. Additional zebra crossing welcomed.

Anna Doeser4 years ago Personally I haven't experienced issues with speeding on Henderson street when cycling, walking or driving. Ideally more would be done to enforce the existing speed limits. And hopefully the new Highway Code hierarchy of road users will make roads safer.In regards to the proposed changes I have the following commentsImage 2 and 4 - I don’t agree with removing bus stop laybys, I think that cars will overtake and risk approaching the crossing or blind summit too fastImage 3 -The parking at junction with Melvile place, I don’t think this is helpful for people coming out of Melville place, due to a loss of visibility. Parking -outside 81-89 -I agree with this, parking happens here anyway, will hopefully stop pavement parking. Road is wide enough to pass.Image 6 - crossing will be good for accessing the co-op and new entrance, but help crossing between flooring studio and dominos at the jctn with Henderson st would be good -eg raised table. Build out outside flooring studio will make parking harder in that spot and probably reduce parking capacity.

M Hennessy4 years ago I would support a crossing on Fountain Road. However, if the location is to stay where it is I don't think a zebra crossing alone would be enough to assure safety. I cross this route with my 2 small children pretty well daily. It requires me to check traffic coming each way along Fountain Road and each way along Kier street. I would be concerned that there is not enough room from traffic entering Fountain road from Kier Street to see a pedestrian on the crossing and stop in time. Zebra crossings rely on drivers stopping. The Henderson street Zebra crossing is often not safe. If a zebra crossing alone was put here, there would need to be warnings for drivers on Fountain Road and Kier Street and it would require to be fully lit and very obvious. A four way Pelican Crossing (pedestrian light controlled crossing) would be much safer. I agree with concerns that Kier street will suffer from controls on Henderson Street if similar restrictions are not also put in place here and would highlight that a number of children walk this road to the local schools. Can I ask how the extra parking bays are going to be allocated. Currently there is no residents permit parking in Fountain Road and this needs to be addressed. We would be very happy to pay a permit charge as is the precedent in other Stirling Council areas. We do need to respect local businesses but it appears the balance always seems to be in this direction with no thought to residents. You will never see my car (nor my neighbour's cars) parked or stopped on the double yellows in Fountain Road and yet on a daily basis I have to negotiate articulated lorries parked on double yellow lines outside my house.

Gabriella Farquhar4 years ago Part 3 - parking bays at junction of Henderson St and Melville Terrace:I am concerned that adding a parking bay on the east side of this junction, which will also be opposite a bus stop, will hugely reduce visibility for pedestrians crossing here and for cars leaving the junction to join Henderson Street. The junction needs to be kept clear and the parking bays on the east side and opposite corner should not be added. The majority of properties here have off street parking.Part 4 - Widening the footway and moving the bus stop further into Henderson Street:The current zebra crossing is extremely dangerous. The number of times I've stepped onto the crossing and vehicles don't stop. It is already an accident waiting to happen. Adding infrastructure before this on the east side will further limit visibility both for pedestrians joining the crossing and for drivers looking to see if people are waiting to cross. Unless traffic truly is calmed then this crossing would be better converted to a pelican crossing.Part 6 -adding a zebra crossing to Fountain Road:I agree Fountain Road does need a zebra crossing, however, I don't think this is the best location. With the bus stop on the south side of the junction I'm concerned that visibility will be hugely reduced for pedestrians trying to cross from the east side to the west side of Fountain Road and that drivers will not be able to see pedestrians either on or about to join the crossing. It will also create congestion and confusion at what is already a very busy junction at peak hours. Moving the junction further south along Fountain road might be a better location.Keir Street and Westerton Drive both have really fast traffic as these are seen as cut-throughs. What mitigations are planned to reduce the speed in these streets?

Karen McGregor 4 years ago As a resident of Henderson Street speeding is a constant worry to me. I’m happy with the proposals as any changes that could possibly slow traffic down is welcomed! I would like the 20 mph to be carried on past the Museum Hall after the mini roundabout and then change to 30mph. I still believe the only way to slow traffic down is speed activated signs, there is one at the Lecropt end of Henderson Street which works well but another is needed going into Bridge of Allan around the Memorial park area. Can you please consider this! Thanks you!

Gordon wilson4 years ago Regarding the proposals as set out on the drawings :-Graham Street junction : the small 'bus bay' provides a valuable function for aiding traffic flow on both north and south carriageways as well as providing acceptable sight lines. The loss of that bay would see buses fully occupying the north lane and obstructing any overtaking (stationary buses) thus generating tailbacks, ergo increased exhaust emissions and engine noise - hardly environmentally desirable issues.The removal of the Bus Bay opposite the Royal Hotel would have major adverse impact. This part of Henderson Street is very busy and even now there frequently are tailbacks due to delivery trucks double parking. Without a dedicated bay the buses will be obliged to completely obstruct the northbound carriageway virtually adjacent to zebra crossing - which has a history of 'close calls' for pedestrians. This would no doubt create even greater danger for them as well as increased vehicular congestion, with all its drawbacks.Removal of the loading bay outside the former Tesco store is a must.A pedestrian crossing on Fountain Road is needed but probably not in the position shown on the drawing because of the proximity to what would be the new access into the car park at the relocated Co-op store. 'Yes' to traffic improvements.....but not at the cost of creating hazards that previously didn't exist.

Catriona Flanagan 4 years ago It would make more sense to put the parking bay on the same side of the road as the bus stop outside numbers 95-101 Henderson St and potentially move the bus stop further along to outside the former Royal Ivy? The houses opposite all have driveways or off road parking. There is no off road parking for 95-101 so residents only place to park is on the road. We lived here with 2 small kids and wouldn’t want to be crossing the road with buggies/etc.

Chris Smith4 years ago Given the volume of traffic is not going away then improved traffic management is necessary. 1. The pedestrian crossing at costa/allan water cafe needs adjusting to decrease pedestrian wait time after activated to cross. Many pedestrians get frustrated at the long wait time and cross against a red signal. The obvious way to enforce 20mph speed limit are speed cameras. Perhaps also reinforce current speed limit to graham's dairy drivers. Most observe limit but some speed through. Speed humps also another option.

Emma Taylor4 years ago great to see pedestrian crossing on fountain road and widening of pavement on Henderson street concerned about the new parking bays on Henderson street opposite bus lane. New parking bays will also increase congestion and pollution on this road and danger to cyclists. Do not think these should be added. what consideration was given cycle path through bridge of allan and cycle path toward HS. loading bay should be removed as this is a dangerous area due to coming in and out of old bank and old Tesco car park. thank you

Sandi Grieve4 years ago Many of these new proposals are very sensible. The crossing on Fountain Road at Bridge of Allan Parish Church and St Saviour’s is much needed as are the traffic calming measures proposed on Henderson St. However there are a couple of points others have made that are important. 1) any traffic controls on Henderson Street need to happen AT THE SAME TIME as controls on Keir Street otherwise that will be a rat run.2)current traffic restrictions need to be properly enforced such as pavement or double yellow line parking3) HGV s making UNNECESSARY journeys through BofA need curtailing in some way4) there is no safe cycle route5) we need a Memorial Park crossing of some kind6)MUCH better lighting etc needed for the Zebra crossing at the Avenue. Too many near misses or cars shooting through (like the mini roundabout at the foot of Well Rd)

Liz Albert4 years ago I agree a crossing in Fountain Road will be helpful.The other proposals seem to me probable steps forward, though probably insufficient to solve all the problems, especially the issue of the volume of HGVs.I notice that one commenter has mentioned the possibility of Keir Street being used as a way to avoid the traffic calming on Henderson St. That seems a thoughtful comment and worth considering if that can be tackled in some way.

Victoria Anderson4 years ago I agree that Henderson Street needs speed restrictions but if they are implemented it’s my view that the speeding problem would worsen in Keir Street as people will take that route as an alternative to avoid speed restrictions in Henderson Street. I have raised this numerous times with local community Councillors but I fear it’s not been taken as seriously as Henderson Street, given this is a personal impact to the councillor. Please look at Keir Street as speeding is a serious problem and there was an accident recently, despite the police saying it wasn’t as a result of speeding I find this very hard to believe given the vehicle hit was pushed onto its side, it’s obvious that was caused by speed and impact.

Agnes Smith4 years ago Unless a bypass is built Henderson Street will continue to be the main A9 route. However surely putting in more parking bays will only encourage people to use their car and hence increase traffic . Is the car parking spaces that are being proposed really for the benefit of BoA residents or is it due the proposed care home? Personally I have found crossing Henderson Street to be less of a problem than crossing Fountain Road, particularly opposite the Co-op. More traffic calming measures in Henderson Street with the road being narrowed, as I have seen in other places, would force traffic to slow down. Fountain Road traffic speed is far more dangerous.

John Currie4 years ago As far as I am concerned there are three main issues with traffic on Henderson Street.Volume of Traffic (particularly HGVs), Parking and Speed of traffic.Not sure how the proposals address these issues but I have the following comments to make.General. Apart from building a new road bypassing Henderson Street I am not sure what can be done to reduce the number of HGVs using the road. Parking. Currently parking on Henderson Street is a problem. Mostly it is cars (and delivery vans) parked partly on the pavement and partly on the road which makes it difficult for prams and wheelchairs to pass on occasions. This parking also has an impact on cyclists and also in residents entering and exiting their driveways. I notice on the plans BOA part3 pdf that new parking bays are shown outside a number of houses. Does this mean that outside the parking bays the rest of the road will be double yellow lines. If not what is the point in marking out the bays. I also notice on this set of plans that a new parking bay is planned opposite the bus stop outside 95-101 Henderson Street. If the bay is used and a bus stops will traffic in at least one direction not be brought to a halt. It will help slow down traffic but the stationary traffic will increase pollution.Speeding. Speeding is a nightmare not only on Henderson Street but probably on all roads which have had the 20mph limits introduced. A lot of time and money was spent on the signs etc. but mostly they are ignored by drivers and very little is done to monitor the speeding. When hand held radar guns are used drivers can see police from a distance (and a lot of light flashing goes on) which allows them to slow down to the appropriate limit. Considering the amount of speeding in Henderson Street it would be interesting to know how many people have actually been booked for speeding in the last couple of years. The build outs may slow some traffic down in quiet periods but not sure how any of the proposals will slow down traffic when the roads are quieter e.g. early morning and evening when speeding is at its worst. To be honest the only way I can see speeding being reduced is by the introduction of fixed speed cameras. As far as I understand these types of cameras are not being installed anywhere now.Glad to see that something is being done to hopefully address the problems.

Ian Robertson4 years ago Can I suggest a cheaper and immediate method for traffic calming along Henderson Street: Stop cars parking on the pavements.This will also improve the situation for pedestrians - who often have to squeeze past. And if you are pushing a pram, or you’re in a wheelchair …After all, isn’t it illegal for cars to park on the pavement?So, simply enforcing the law, will move these cars back onto the road - which will effectively cause the traffic to go slower.

Alec Dunlop4 years ago Glad to receive assurances that the double yellow lines at our property’s entrance will remain as they are, but perhaps the plans could be amended to display this clearly, which at the moment is not the case.Concerned at the removal of centre line. At any time of the day or night, we can look from our windows and see vehicles barrelling down from the Keir Street roundabout, or accelerating up to the roundabout, travelling far in excess of the speed limit. Removing the centre line seems only too likely to increase the casual disregard of speed limits and safe driving displayed by all too many drivers, and increase the already high likelihood of a serious accident in this area. There have been two major collisions with parked cars outside the flats in the few years we have been here - this is a dangerous stretch of road, and we are concerned removing the centre line will make drivers more likely, not less, to drive carelessly.

Gavin Drummond4 years ago This plan includes provision to remove two indented bus stops. The indented stop at the end of Graham St is clearly there for a reason and no doubt it is because the stop is situated at the top of a blind summit. If the plan is implemented, then any vehicle travelling from the University end of the street overtaking a stationery bus runs the risk of colliding with a vehicle coming out of the dip. The indented stop at 58 Henderson St. which is also included for removal is located immediately before an existing zebra crossing. Anyone overtaking a stationery bus will not have a line of sight to members of the public crossing from the south side of the street until they are virtually on the crossing putting members of the public using the crossing at risk. Removal of the indented stops will also put cyclists at risk when they require to enter the opposite carriageway to pass the stationery buses. The Community Council were advised previously that Henderson St had the second highest pollution levels in the entire Stirling District. Vehicles that are stationery behind buses or drawing away from a stationery position will only make this position worse. The loading bay outside the former Tesco store was established in 2010. At that time the CC objected as did others, but the objections were overruled. The basis of the objections were that there was no need for it as vehicles can load and unload on double yellow lines. It was felt that its use would be abused with the public parking whilst they shopped, and that any vehicle parked in the bay would obscure the sight lines from the car park exit. In practice it has been continually abused with cars parked in the bay, the sight lines from the car park exit were compromised and cyclists put at risk when overtaking parked vehicles. The opportunity should be taken now to remove the loading bay permanently. I understand that the proposal to remove the indented bus stops is an attempt to reduce traffic speed, but I think it would be fair to say that such a move would be counter productive from a Health and Safety perspective and it should not be necessary with the recent introduction of a 20mph speed limit. I would support the remaining proposals although the proposed build out at the Fountain Rd junction was looked at previously and rejected and if my memory serves me correctly it was felt that it would impede access to the adjacent parking and long vehicles turning left would mount the build out.
