Stirling Council Governance Team6 years ago Principal Petitioner - Dr Niall Hamilton-SmithThe Viewforth link road is a multi-million road expansion scheme, projected to increase traffic, carbon emissions, noise and air pollution in the city centre and local communities. It will involve the felling of mature trees which are part of the city's heritage.This petition asks Stirling Council to reconsider the significant expenditure on the Viewforth Link Road, following the declaration of a Climate and Ecological Emergency and in light of the Covid challenges.There have been many attempts by local people to engage with the council on this matter, eg, during planning there were 166 local objections, with no meaningful consultation with the communities affected.We are asking the Council to think again, to think more boldly and to invest in our future.We Ask Our Council: To prioritise investment in a green and just recovery, addressing its declaration of a Climate and Ecological Emergency To continue to invest in more robust sustainable transport initiatives throughout Stirling with a strong emphasis on prioritising pedestrians, cyclists, and affordable public transport across rural and urban Stirling To work with local people to develop a more ambitious vision: cleaner, healthier and environmentally sustainable, drawing on the strengths and energy of our local communities, small businesses and producers. This vision must meet the challenges set in the Scottish Governments’ National Transport Strategy delivery plan, whilst making effective use of up-to-date evidence and innovation. To protect and develop local biodiversity for the benefit of us all and avoid ecological degradation at all costs.

Duncan McArthur4 years ago Cars are constantly driving above the speed limit in Old Plean causing safety concerns.Road surveys undertaken earlier this year show approximately 50% of the traffic in this area were above speed limit on a daily basis. Council officials don't think this is bad enough to warrant any speed reduction but the other end of the village which has the same traffic and issues has a 20mph limit.This petition has been raised by Stirling Council on behalf of a member of the public.

Stirling Council 6 years ago Full Title: Open up public participation at meetings by introducing a deputation policyPrinciple Petitioner: Jorge IguzquizaThe introduction of a deputation policy would offer a much more straight forward and accessible pathway for local democratic engagement. A deputation is a request from an individual or a group of people who want to have the opportunity to speak on an item of a published agenda or on a new matter of community interest.From time to time, individuals or a group may wish to speak to a Committee or Council meeting on an item of the agenda to raise issues they may be concerned about. This allows the Councillors and officers to hear, at first hand, the views of people who may be affected by a decision the Councillors are about to take.Many local authorities in Scotland have already implemented a 'deputation' policy, but at Stirling Council there is no general provision for deputations at public meetings. Deputations are an important part of community participation in the decision-making process, providing individuals or groups in the local community with an opportunity to present their opinions and raise their concerns at Council meetings.

The petitioner raised concerns about the impact this festival is having on local residents and their properties.The principle petitioner asked that when the Council grants a license for the festival, the health and well-being of residents is considered.Reason the petition was assessed as invalidThe Council is unable to accept petitions about:Matters which are the subject of individual planning, licensing or other similar regulatory processes where there are already procedures in place to consider objections and an appeal against a decision. A link to a change.org petition was provided.This road is not wanted or needed by the community, has had no support from residents or community groups, yet planning permission was granted. The plans are out of date and do not serve our current needs. A huge unnecessary expense, money which could be going to far more worthwhile projects.Reason the petition was assessed as invalidThe Council is unable to accept petitions about: Matters which are the subject of individual planning, licensing or other similar regulatory processes where there are already procedures in place to consider objections and an appeal against a decision. The petition raised no issues for the Council to resolve and refers to planning objections and planning permission, which there is already an appropriate route through the planning process for these issues to be dealt with. Matters which have not been discussed in detail with relevant Council Officers. The petition raises no issues for the Council to resolve and provides no evidence that the petitioner has raised matters with officers of the Council. Please refer to point 3 of the Council's petitions guidance.Action before Submitting a Petition Before a petition is submitted, petitioners must, in the first instance, have taken reasonable steps in attempting to resolve the issues with the appropriate Council Officer/organisation. It will involve the felling of mature trees which are part of the city's heritage. This petition asks Stirling Council to reconsider the significant expenditure (over £3 Million) on the Viewforth Link Road, following the declaration of its own Climate and Ecological Emergency and in light of the COVID pandemic challenges we face. We believe the link road is an investment in the past, an old approach to a twenty-first century issue, an investment in decline rather than growth.
